Newbies Donation Pool

Surface City Temples have a Newbie donation pool system in them.
- Old players can donate some gold that get stored in the pool.
- Newbies can extract 1/10 of the stored gold (ONCE per reset only).
Newbies can check the pool from time to time to see the amount withdrawable (it depends on the amount of donations that have been done).
By default, the pool stores 5000 gold on server start.
